Head of IT

Simon Munyaneza

Simon R. MUNYANEZA is the current Head of ICT for SONARWA General Insurance since, 2018 and
also served as the shared head of IT for SONARWA General Insurance and SONARWA LIFE Insurance
Company up to 2023. Though being traditional paper-based companies, have implemented a number of
e-payment platforms through mobile money partnerships that have helped the two companies, survive the era of COVID Lockdowns, implemented web-based Bank-assurance applications in partnership with
banks, and other cloud solutions to ensure business sustainability in the edge of digitalization.
He is an Erasmus Mundus scholar ,Solutions Engineer and projects implementation expert with a Joint
Master of Science degree in Network and E-Business Centered Computing from the University of
Reading, UK, Aristotle University of Thessaloniki in Greece and Carlos III University in Madrid, Spain; A
master of Computer Applications Degree from Madras in India(Vellore Institute of technology Campus)
and a BSc(Hons) in Engineering Physics from Makerere University in Uganda and has served in different
managerial capacities in both public and private institutions as a Division Manager, Director of ICT, IT
Consultant, Technical Advisor and Group Head of ICT. Has had different leadership trainings including
Advanced Leadership training, IT projects delivery, High impact IT leadership, Certificates in Transact
SQL, Power BI, Public investments, Software development and data science.
Has significantly contributed to the development of the ICT sector in Rwanda and participated in the
formulation of NICI 1,2 and 3. At the beginning of his career, he wrote and presented a paper on role of
science and technology in raising efficiency of water at the Nile Basin conference in 1998 at Umubano
Hotel in Kigali and was nominated for the young professionals’ award in Bali, Indonesia. Contributed to a
book on Imaging and Assessing Mobile Technology for Development, April 2024.
Was on first team of the financial institution technical experts that set up Rwanda’s VISA Card payment
systems representing the then commercial bank of Rwanda.
Setup the first online and USSD based system for online publication of public examinations results in
Rwanda National Examinations Council (now NESA).
Headed the IT team for implementation of the Rwanda Land Regularization program, that recorded 10
million parcels, 50 Terabytes of data running 24 hour/7 days through a 3-shift program for data capture
and processing in five sites of the 5 provinces of Rwanda with a centralized Geodata and text-based
database infrastructure.
Was technical advisor to Supreme court of Rwanda for digitalisation of judiciary of Rwanda for a period of
fours that transformed the Rwanda Courts to the digital era of Electronic Case management system.
In these various positions Simon, developed different IT policies and procedures to ensure Systems
Security and Business Continuity that include: 5 Year IT strategy, IT user policy, IT and Cybersecurity
Policy, data protection and privacy policy, IT change management procedure and Business Continuity
policy.
Part time lecturer: Kigali Institute of Science and Technology in Enterprise Networking, Database
systems, web Design, Human computer interactions and Computer graphics.

and a character to that seeks to transform lives for the better. Takes on challenging new role harnessing

  • 1975: Founded and Pionnerd the Insurance Sector in Rwanda under the management of J.H. Minet (UK)
